ट्रम्प ने पुतिन से आज होने वाली मुलाकात से पहले रूस, चीन और यूरोपीय संघ को दुश्मन बताया

अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प और रूस के प्रेसिडेंट व्लादिमीर पुतिन की सोमवार को फिनलैंड में मुलाकात होगी। दोनों नेताओं के बीच यह पहली शिखर वार्ता है। इसके लिए निष्पक्ष देश काे चुना गया है। इससे पहले दोनों नेता किसी सम्मेलन से इतर ही मिले हैं। बैठक के बाद संयुक्त बयान भी जारी होगा। इस मुलाकात से पहले ट्रम्प का एक और बयान विवादों में आ गया। उन्होंने हाल ही में जर्मनी को रूस का बंधक बताया था। रविवार रात उन्होंने कहा कि रूस, चीन और यूरोपीय संघ अमेरिका के दुश्मन हैं। माना जा रहा है कि रूस के खिलाफ इस बयान से ट्रम्प-पुतिन की द्विपक्षीय बातचीत के नतीजों पर असर पड़ सकता है।

न्यूज एजेंसी के मुताबिक, ट्रम्प ने सीबीएस के ‘फेस द नेशन’ कार्यक्रम में कहा, “मैं समझता हूं कि हमारे कई दुश्मन हैं। यूरोपीय संघ दुश्मन है, वह व्यापार में हमारे लिए क्या करता है? रूस कुछ मायनों में दुश्मन है। चीन आर्थिक रूप से दुश्मन है। निश्चित ही वह दुश्मन है। लेकिन इसका मतलब यह नहीं है कि वे बुरे हैं। इसका मतलब है कि वे प्रतिस्पर्धी हैं।”

माना जा रहा है कि इस बैठक के दौरान अमेरिका का सबसे ज्यादा जोर भारत, रूस और चीन के बीच ताकतवार होते गठजोड़ को कमजोर बानाने पर रहेगा। इस मुलाकात के और क्या हैं मायने यह जानने के लिए दैनिक भास्कर ने विदेश मामलों के जानकार रहीस सिंह से बातचीत की।

1) शक्ति संतुलन अपने पक्ष में करने की कोशिश: रहीस सिंह बताते हैं, “हाल ही में ट्रम्प के साथ हुई बैठक में नाटो विभाजित नजर आ रहा है। नाटो के आर्थिक रूप से सबसे ताकतवर देश जर्मनी पर पुतिन का खासा प्रभाव है। यूरोपियन यूनियन (ईयू) में मौजूद अमेरिका के पुराने सहयोगियों पर भी पुतिन का प्रभाव बढ़ रहा है। अगर ट्रम्प, पुतिन को साथ लेकर नहीं चलते, तो इससे वैश्विक शक्ति संतुलन रूस के पास चला जाएगा।”

2) भारत-रूस-चीन गठबंधन पर नजर : “अप्रैल में नरेंद्र मोदी की शी जिनपिंग और मई में पुतिन से अनौपचारिक मुलाकात हुई। इससे मॉस्को, बीजिंग और नई दिल्ली का ट्राइएंगल कुछ मजबूत हुआ। इससे अमेरिका परेशान है। ट्रम्प रूस से टकराव नहीं चाहते, क्योंकि पुतिन ने उन्हें चुनाव जिताने में मदद की थी। उनका मकसद ट्राइएंगल से रूस को अलग करना है। ट्रम्प का मानना है कि अगर इन तीन देशों का गुट मजबूत हुआ तो उनके लिए चुनौती बन जाएगा और यूरेशिया से दक्षिण एशिया तक उनके लिए दीवार खड़ी हो जाएगी।”

3) पूर्वी देशों से रिश्ते बना रहा रूस: रहीस सिंह कहते हैं, “नवंबर 2017 में भारत, जापान, ऑस्ट्रेलिया और अमेरिका ने मनीला क्वाडिलेटरल संधि पर हस्ताक्षर किए थे। उसी दौर में पुतिन ने जापान की ओर कदम बढ़ाया और पिवट टू एशिया (एशिया की ओर) नाम की नीति बनाई। इसके जरिए रूस, जापान के पक्ष वाले पूर्वी एशिया के देशों की ओर बढ़ना चाहता है ताकि वह चीन से संतुलन बना सके। हाल ही में चीन और रूस ने रणनीति बनाकर अमेरिका-उत्तर कोरिया की वार्ता कराई। यहां रूस प्रभावी नजर आ रहा है। ऐसे में अमेरिका उसे अपने पाले में करना चाहता है।”
